James J. Shircel
Project Manager, Siegel-Gallagher Management Company

James Shircel came to Siegel-Gallagher after 22 years of world-wide facility construction and design experience. Shircel started his career as a detail designer for Milwaukee-based Advanced Computer Graphics, Inc.  Projects there included many high-profile clients, such as Kraft Foods, Wrigley, Falk, Maysteel, and Manistique Paper, Inc. 

In 1987, Shircel joined the Corporate Engineering Division of Abbott Laboratories as a designer working on new facility construction sites and was responsible for design, site engineering, contractor supervision, scheduling, as-built and FDA documentation. At Abbott he was twice recognized for his contributions, first for site design and development on the expansion of Abbott’s world headquarters and then for consulting work with Abbott’s Corporate Hospital Marketing Division. Shircel was instrumental there in the development of conceptual designs for operating rooms, storage facilities, product flow and warehouses for countless medical and hospital facilities throughout the United States. He was subsequently promoted to Senior Engineer in Abbott’s Diagnostics Division, where he was responsible for training, FDA documentation, storage, and work distribution in the design department.

Shircel is an expert in the creation of facility operating procedures and FDA facility and environmental documentation.  His Project Management experience includes scheduling, proposal review, value engineering and validation at sites in the U.S., England, Ireland, Germany, Costa Rica, and Puerto Rico. These facilities included new construction, expansion and renovation for administrative, chemical, manufacturing and laboratory facilities with construction budgets exceeding $200 million.
